California Legislative Activity effective January 1, 2007:
1.  Senate Bill1578 Dog Tethering Prohibition:
Prohibits any person from tethering, fastening, chaining, tying, or restraining a dog to a dog house, tree, fence, or any other stationary object for more than 3 hours!  It is finally not enough to merely prove your dog has access to water and shelter as the basic necessities – now it will be up to local enforcement and concerned pet owners to put some teeth (no pun intended) into this law.

2. Senate Bill 1806 Animal Abuse:
Makes it illegal to leave a pet unattended in a motor vehicle under conditions such as extreme heat that could endanger the health of the pet.  (San Diego County already has a similar regulation).

3. Assembly Bill 450 Emergency Animal Management:
Requires that the Office of Emergency Services (OES) incorporate the California Animal Response Emergency System (CARES) Program into the standardized emergency management system.  It also requires the OES and the Department of Food & Agriculture to incorporate the CARES program into their future planning.

4. Assembly Bill 874 Avian Flu:
Establishes the Avian Flu Wildlife Surveillance Act to require the Resources Agency, in consultation with the University of California, to develop a plan for the surveillance, monitoring, sampling, diagnostic testing and reporting of avian influenza in wild birds and animals in the State.
